About the Fund

Ray was the former village manager of North Palm Beach (1980-1990). He was a sports enthusiast and avid cyclist, serving as president of the West Palm Beach Bicycle Club. He died tragically during the Mount Dora Bicycle Festival in Central Florida. His family created this scholarship to memorialize Ray’s life, and as a way to teach future generations about bicycle safety.

“He didn’t talk a lot,” said Bil(sic) Phillips, a senior planner for the Palm Beach County Metropolitan Planning Organization, “but when he said something, you listened because he was right.”

“Saving lives is everyone’s business,” was an adage Ray often quoted.

His love for community was an overflow of his faith," recalled Father William O'Shea at Ray's funeral service.
